     THE ADMINISTRATOR OF THE SOVEREIGN BASE AREAS HLB EQUAL OPPORTUNITIES POLICY

  1. As Administrator of the Sovereign Base Areas I am committed to the implementation of Equal Opportunities (EO) policies. My aim in this is that all those within the Administration should feel part of one team, in which all are respected, valued and fairly rewarded for their contribution to the successful achievement of our common objectives, we should draw strength from our diversity.

  2. All UK based Civil Service personnel within the Administration are to comply with this policy statement and with the MOD Civil Service EO directive.

  3. It is my duty to ensure that all personnel within the Administration, whether I1K based or locally enlisted or engaged, are treated fairly and justly. MOD EO policies, which reflect LTK EO law, are to be applied to locally engaged personnel within the Administration, subject to the constraints of SBA legislation and codes of practice.

  4. Everybody, whether UK based or locally engaged, is personally responsible for ensuring that there is no discrimination against any person on the grounds of gender, marital status, race, ethnic origin, religion or social background. It is your duty to make sure that you, personally, do not behave in any way that could be offensive to others or allow others to do so. All those employed by the Administration and those with whom they come into contact have a right to live and work in an environment free from intimidation, humiliation, harassment or abuse. All complaints of unfair or unlawful treatment are to be properly and promptly investigated. If they are upheld, those responsible are to be disciplined under the relevant LTK Civil Service, SBAA or SBAP regulations.

  5. The principles of the Working Time Regulations are to be applied to all personnel within the Administration whether police, civil servant or contractor, UK-based or locally employed. Opt outs are to be sought only in exceptional circumstances and are to be approved by HQ SBAA.

  6. Part-time and flexi-time working and job sharing are to be encouraged for civilian posts. Employment discrimination on the grounds of gender, marital status, race, ethnic origin, religion, social background, age or mental or physical disability should be avoided for civilian posts, unless essential for the achievement of our common objectives, but any proposal to change working conditions can only be agreed by the Chief Officer.

  7. The Chief Officer and Chief Constable are each to appoint an Equal Opportunities Officer to co-ordinate policy, plan action and oversee implementation of EO action plans within their area of responsibility. These plans are to include continuous education programmes for all personnel on the requirements and benefits of EO law and policies.

  8. The Chief Officer and Chief Constable are to produce and publicise throughout their areas, in English, Greek and Turkish, this EO policy statement. EO objectives and performance standards are to be set within all Management Plans. All other policies and plans are to be reviewed for compliance with EO law and policies.
